Let's talk about a great company that created a great product. This product is supposed to be used by a variety of people. But who can write a guideline for using the product features?

Developers can't do that because mostly they can't present the product and write documentation for the End User! It's normal because it's not their job!

For this matter, we need a Technical Writer. A person who has a great understanding of the product and End-User needs.
